The award was previously won by Salah.
The 29-year-old was part of the team that won the Carabao Cup.
Kerr is the leading scorer in the WSL and helped the Blues get into the FA Cup final.
FWA chair Carrie Brown said that both Mo and Sam have been outstanding this season.
As well as their performances on the pitch, they are leaders and standard bearers of excellence at their clubs.
