Despite how the case had played out in the three years since she accused Turner of raping her outside a party in Orangeburg County, South Carolina, she held out hope for an outcome that would be just.

She watched as Turner, whose father has connections in the court system and whose lawyer is a prominent state senator, pleaded guilty to a single reduced charge of assault and battery against her. He won't have to register as a sex offender unless he violates his five years of parole.

"There is no words for it, I just couldn't believe that he was being charged with something that doesn't fit what he is."

Turner was accused of raping three women in less than two years, including one who he allegedly sexually assault while he was out on bond. Turner was charged with criminal sexual conduct in the first degree in connection with two of the incidents.

The first rape allegation against him was made by a teenager. The prosecutor dropped one of the counts of criminal sexual conduct against Turner because he wasn't around the second alleged victim who died of a suicide three years later.

The family of the third victim moved out of the state after she was denied a chance to speak in court before the guilty plea.

Turner violated his house arrest dozens of times while he was a state senator and the Bess and Stoller families waited for justice in a case that dragged on for three years.

The way these cases have played out in court shows how hard alleged victims in South Carolina must fight for the enforcement of their legal rights, as accused sexual assaulters evade accountability for violating court orders. South Carolina state legislators hold unusual sway over the judicial system.

Sarah Ford thinks that people with power and privilege are able to determine what justice looks like for them.

In South Carolina, the rights of victims are as zealously protected as the rights of defendants. These victims do not feel that way.

Dallas was an outgoing teenager. She excelled at volleyball and was the senior class president, according to her family.

Her sister said that she was good at fitting in at a small school.

Dallas was hesitant to come forward with her allegation that Turner raped her outside a party in October of last year. She wanted Turner to get help because they were friends. She was worried about how students at the school would react to Turner's dad being on the board.

Karl said that her family was prepared for what would happen when she decided to file a report.

They didn't know how bad the bully would be. Turner's friends expressed their support for him on social media, but Tabatabai was called anattention whore because many of the posts were posted by children.

Turner's friends watched Dallas to see if they could catch her doing anything out of the way so they could use that against her.

Her family said she developed abdominal pains because of the anxiety and trauma. They thought she was doing better as time went on.

Dallas died unexpectedly after she stabbed herself in the leg, her family said. They don't think she intended to kill herself.

Her dad said that it was a cry for help.

The backlash was difficult for Chloe Bess. Turner was out on bond when she accused him of raping her outside a party in Orangeburg County. The Besses said that after they heard about the alleged rape, they were harassed and their house was egged.

She was gone as soon as this happened. Carol Bess said it was a complete turn.

After she accused Turner of raping her, her attorney argued that it was not rape because she didn't.

You just had sex on the ground with a boy you didn't really know and you feel bad, but it's not rape. When asked if she said no, she didn't. When asked if she said stop, she didn't reply.

She was not in the courtroom that day, but she was shocked to hear what Hutto had said about her.

There was no way that I could have finished high school with the way that people were treating me and my family up there. Her parents followed.

Turner's father was a prominent figure in the country club scene who had connections in the court, so there was a lot of support for Turner and his family.

Everybody knows everybody in a small town.

A judge granted a restraining order against Turner after he was sentenced. On April 21, Sarah Ford, the alleged victims' attorney, filed a request to modify the restraining order to include his parents, Walt and Jen Turner, and his family, citing several calls that the Stollers received in recent weeks while they were speaking to local outlets.

According to the filing, the person apologized on Turner's behalf.

The filing said that Karl received two calls on April 16 from a number that had the same caller ID. The Stollers said that they blocked that number on their phones out of caution.

When reached for comment, Walt Turner said that there were many things that were simply made up. Hutto didn't respond to multiple requests for comment on behalf of Turner and about his comments in court about the girl.

Turner was placed on house arrest with aGPS monitor at his grandmother's residence after he was charged with an allegation. Turner was relocated to his parents' house less than a mile from the Besses' home in March 2020 after Judge George M. McFaddin granted his request.

Turner was released on bond in both Dallas and Chloe cases that limited his movement and required him to be tracked, but the solicitor's office agreed to his attorney's requests for him to travel at least twice without giving the alleged victims.

There has been a tendency to ignore the victims' right to be heard on matters relating to bond by the state.

Carol Bess, the mother of the victim, asked the SLED agent if Turner was complying with his house arrest, because of a lack of information from the prosecutor's office.

He was not. Turner violated his bond many times. Turner traveled out of state to visit a car dealership and went to golf courses, restaurants, sporting goods stores, malls, and a Bed Bath and Beyond during the period tracked.

Turner visited the Memorial Park Cemetery in January of 2022.

Karl said it was a coincidence that Turner went to Dallas's grave. A supporter left a sign at Dallas's grave that said "Bowen Turner, you are not welcomed here!", according to Tabatabai.

Tabatabai thought he was out there asking for forgiveness. Then she saw the other places he had visited, and she was like, "Well, then you went to play golf the next day, and then you continued to go to steakhouses and go shopping and do other things." He must not have been that remorseful.

The office voided the bond revocation request after striking a plea deal with Turner.

The judge's order explicitly stated that law enforcement is authorized to immediately take the defendants into custody if he was found violating the order.

The concern was that if she was asked under oath if she observed the violations, she would have to say no.

Alphin wouldn't say if SLED had ever taken someone into custody for bond violations even if an agent didn't observe them.

The Second Judicial Circuit deputy solicitor prosecuting their cases, David Miller, did not have much contact with the families of the two girls. Turner's dad was an investigator in the First Judicial Circuit Solicitor's office when the investigation began.

Dallas gave a written statement and investigators took photo evidence of the injuries on her body, so it was not difficult to proceed with the case.

The family was taken aback when Miller told them that he was dropping the charge against Turner in Dallas.

Miller told Karl and his wife that he was dismissing the criminal sexual conduct charge against Turner because she was not available to testify.

Karl said that Miller implied that he would not waste his time, the state's time and money, and the jurors' time pursuing a case that he believed the state could not win. Ford was also on the call and corroborates Karl's recollection of what Miller said during the call.

Karl said that Miller told the family that he had not seen the photos of Dallas's injuries until the morning of the call. Miller tried to backtrack after Ford confirmed that he had said this. She was unsure if Miller had seen the photos.

Turner appeared in court two days after the call and accepted a plea offer that reduced his charge from criminal sexual conduct to first-degree assault and battery.

The Second Judicial Circuit Solicitor's Office and Miller didn't respond to multiple requests to address questions about Miller's handling of the cases and the conversation with the Stollers.

According to the Besses, Miller also treated their case with a similar attitude. The first time he met Miller, Bess felt like he was just trying to go through the motions of prosecuting the case. The family didn't hear from Miller about how the case was moving. Ford said the solicitor's office only reached out to her to meet the Besses before the plea deal.

If you tried to do something, made some sort of effort to prosecute this case and other cases, and really work, that's the way I look at it. If you did, you did your best to get justice for the victims. When you do nothing, just say the easiest thing to do is walk away from it.

The two families said that the court proceedings were slow because Turner was being represented by Hutto. As Turner's lawyer as well as a legislator, Hutto cannot be obligated to attend court proceedings while the General Assembly is in session under protections that have been criticized by victim advocates. Turner's case, in which one party is represented by a lawyer-legislator, has dragged on for years because of the practice.

If you are a member of the General Assembly, your court cases can be deferred if the General Assembly is not in session.

Criminal defendants who want to delay their case as long as possible should hire a lawyer-legislator.

Lawmakers in South Carolina have the power to choose judges. Public records show that Miller applied for a judgeship in the circuit court at least twice.

Ford filed an appeal last week after a circuit court judge struck down three motions that she had filed to enforce her daughter's rights.

The appeal process is long and difficult, according to the Besses. The families of two sexual assault victims in South Carolina said that what went wrong in their cases was a symptom of a larger problem with the criminal justice system.
