A top US official told the UN Security Council on Wednesday that the US has evidence that Russian troops have executed people who are trying to surrender.

The US ambassador-at-large for Global Criminal Justice said in the meeting that there was credible information that a Russian military unit executed Ukrainians who were attempting to surrender.

If true, this would be in violation of a core principle of the law of war: the prohibition against the summary execution of civilians and of combatants who are hors de combat by virtue of surrender, injury, or other forms of incapacitation.

In international law, a person who is injured or unable to defend themselves in a war is referred to as a "hors de combat".

The reports suggest that atrocities are not the result of rogue units or individuals, but a pattern of systematic abuse across all areas where Russia's forces are engaged.

She didn't say what reports she was referencing.

Russian troops have been bombarding several cities across the country, hitting multiple civilian targets, including hospitals and schools.

Russian forces have refocused their efforts after failing to capture the capital city of Kyiv.

The UN High Commissioner for Human Rights has recorded more than 3,400 civilian casualties in the country so far.

Local Ukrainian officials said earlier this month that at least 21,000 people have been killed by Russian forces in Mariupol.

Ukrainian President Volodymyr Zelenskyy has accused Russia of committing genocide.

The Kremlin has denied that it is targeting civilians. The invasion of Ukraina continues to be called a special military operation.
