The ABC reported that it witnessed a double-tap attack in Kharkiv.
The ABC team was following the Red Cross when the missiles hit the building. After the Red Cross, paramedics, and Ukrainian troops arrived at the scene to help survivors, a second missile attack hit the building.
Five people were killed that day.
According to a recent report by the Organization for Security and Cooperation in Europe, there was a double-tap strike in Kharkiv last month.
Russian forces launched a cruise missile strike on a government building in Freedom Square. A second rocket hit the building when rescuers arrived to look for survivors.
At least ten people were killed and dozens more were injured in the attack, which Ukrainian President Volodymyr Zelenskyy called a war crime and state terrorism.
The Wall Street Journal reported that firefighters in Kharkiv show up to put out fires caused by strikes.
The double-tap strategy is not new to Putin.
Russia was accused of launching double-tap attacks during the Syrian Civil War, killing scores of civilians and rescuers.
The vicious attacks are a violation of international law according to the Organization for Security and Co-operation in Europe. It is not known if double-tap strikes have occurred in other cities.
