The receiver contract market has been hot this season with the Las Vegas Raiders and the Miami Dolphins each signing record-setting deals one week apart from each other.
Samuel helped San Francisco reach the playoffs last season and is coming off a breakthrough season. He finished fifth in the league in receiving yards and sixth in touchdown catches.
