Ukrainian President Volodymyr Zelenskyy promoted the top naval commander in order to reward him for sinking the flagship of the Black Sea Fleet.
Zelenskyy's website states that Oleksiy was elevated from Rear admiral to vice admiral on April 16.
There was no reason for the promotion. The adviser in Zelenskyy's administration said in a Facebook post that everyone knows about the lightening operation that prompted the move.
The same connection was made by another Ukrainian official.

US officials confirmed that the missile strike was genuine, despite Russia not acknowledging it.
The Moskva was destroyed in World War II.
It was a huge blow to Russian military prestige and a huge boost to the spirits of Ukrainians. The Russian media has avoided reporting on the destruction of the Moskva.

The Moskva gained early infamy in the war for its role in conquering Snake Island, where Ukrainian defenders refused to surrender and were told to "fuck off" before being captured.
Russia placed a priceless Orthodox Christian relic on the ship, which it claimed was a piece of the "true cross" on which Christ was crucified.
Mia Jankowicz reported that it was not clear if the relic went down with the ship.
