Alexander Dugin, a neo-Eurasianist who is known for his influence in the Kremlin, made the remarks in an interview with Turkish media. The comments were later covered by RIA Novosti, a Russian wire service.

Russian forces withdrew from around the Ukrainian capital after trying to capture it. Pentagon and NATO officials said that the Russian army moved from the area to focus on the east of the country.

The Russian retreat was referred to in the interview as a "purely tactical move" that would allow the Russian army to regroup.
