The European Union will propose a ban on Russian coal imports on Tuesday as part of a new sanctions package against Russia, marking the EU's most significant action against Russian energy imports since it invaded Ukraine in February.
In a speech on Tuesday, Ursula von der Leyen, president of the EU's European Commission, said that the EU would ban Russian coal.
The package includes sanctions against Russia's economy, including banning transactions with four Russian banks and barring most Russian trucks and ships from entering the EU.
Russian oil or natural gas are not part of the new measures.
The new wave of penalties came after fresh reports of atrocities committed by the Russian military in Ukraine, including allegations of retreating Russian forces systematically executing hundreds of civilians in the Kyiv suburb of Bucha over the weekend.
