Germany and France argued that giving the MAP to both countries would cause more problems with Russia.

According to an official summary of the talks, the alliance did not take any immediate action but promised that Georgia and Ukraine would eventually become NATO members. They repeated this promise at a NATO summit in July of 2021.

Russia has continued to oppose the eastward expansion of NATO, and used it as a reason to invade Ukraine. Russia invaded Ukraine on February 24.

Zelenskyy told Western officials that it was clear that Ukraine was not a member of NATO. We understand this.

During peace negotiations with Russia, the Ukrainian government offered to never join NATO.
