Dmytro Kuleba said that Russia is worse than the terrorist group.
Russia is worse than ISIS. Kuleba told Times Radio in an interview that was posted on Sunday.
Human Rights Watch reported that retreating Russian forces were rounding up men to execute.
Kuleba said that he had seen many horrible things since the beginning of the war.

He said that he couldn't sleep the previous night because of all the images and the understanding of what my co-patriots had to go through.
Reports of women being raped by Russian troops have been reported by HRW. Images from liberated cities have been circulating online, including some that showed mass graves or dead bodies in cities like Mariupol and Bucha.
Kuleba said he was determined to bring Russians who commit war crimes to account, but now that he is nearing the end of his life, he is committed to doing that until his last breath. He said that the death toll in the mass graves in Bucha is already in the hundreds.
They have to bear responsibility and the world has to punish Russia for its barbarian atrocities in Ukraine.
He called on the International Criminal Court to collect evidence of war crimes.
