The company that currently runs the National Lottery is taking legal action.
The Gambling Commission was sued by the lottery company after Allwyn was chosen as the preferred bidder for the next licence.
The boss of the company said he believed the decision was badly wrong.

The National Lottery has raised more than 45 billion dollars for 660,000 causes in the UK.
Over the past three decades, it has played a part in funding training and facilities for Great Britain's Olympic and Paralympic athletes.
While not being picked as the preferred application for the next licence, Camelot was named as the reserve application.
"When we received the result, we were shocked by aspects of the decision," said Railton.
He accused the Gambling Commission of failing to provide a satisfactory response when the move was challenged.
He said that they were left with no choice but to ask the court to establish what happened.
The UK-based subsidiary of the largest lottery operator in Europe is called Allwyn Entertainment.
It was awarded the next licence last month, which includes EuroMillions games in the UK.
The National Lottery will be run by Allwyn in early 2021. Lord Coe, who was a member of the London 2012 Olympics organizing committee, sits on its advisory board.

It said it regretted the decision of Camelot to bring legal proceedings after a highly successful competition for the fourth National Lottery licence.
It said that every step had been taken to ensure a level playing field for all interested parties.
There are concerns over the future of the company's 1,000 employees who have worked hard on the National Lottery since its launch.
He called for independent scrutiny of the process in the High Court.
Allwyn described the award as a fresh start for the lottery.
The chairman of the bid wrote to the employees of the National Lottery that they would be welcome to join him on the new journey.
He said that he would make sure the National Lottery works for everyone.
