There are a lot of ballgames and shows in Detroit. He was a tour guide for Preservation Detroit. The 49-year-old drove to a lot he has parked in before on West Adams when he was going to the show at the Fox Theatre. One attendant collected his money. He was directed to a spot that was business as usual.

When he got back to his truck after the show, he was surprised to see a parking ticket on his car, and even more so that it was not from the Detroit municipal parking department.

The Little Caesars pizza chain, the Detroit Tigers and Red Wings, Little Caesars Arena, and the Fox Theatre are all part of the business operations of the Ilitch family. It is not an arm of Detroit government or any other law enforcement agency.

When he returned to his car on Saturday night, he saw tickets on the windows of nearly every car in the lot and four workers standing around a golf cart writing them.

The man who flagged me in said it was $20 to park, and the other man parked me. There are a hundred other people here.

The ticket writer was uncompromising.

"She said, "I apologize, sir, you can appeal it."

Can Olympia levy parking fines?

The right to charge for parking or to deny anyone access to its property is not disputed by Wilkinson. If the lot was closed on a busy Saturday night, why wasn't it secured? Who were the people who took his money?

Is a private corporation able to collect fines or levy them?

I am having a hard time finding an answer to his question.

A spokesman for Detroit Mayor Mike Duggan said the incident occurred on private property and did not involve the city or its parking department.

The parking team has issues, but it didn't answer my questions about how the team operates or what authority it has.

Ed Saenz, director of communications for Olympia Development, wrote in an email that the parking team mistakenly issued a citation for vehicles parked in spaces marked for residents or tenants.

He said he sent an email to Saenz on Tuesday. After I asked about his citation, the vice president of parking apologized and offered him a free parking pass. All of the citations were voided by Harris in an email.

Unanswered questions

The company didn't explain why they ticketed him in the first place or what circumstances the company believes it could issue a ticket in. The Free Press print deadline was Wednesday evening, and Saenz hadn't responded to my follow-up email.

I still have a lot of questions.

When did Olympia start issuing tickets? The company enforces payment. If the lot at West Adams was closed, why wasn't it secured? Who took the money from Wilkinson? Is it possible for a private business to issue parking tickets?

I spoke to a long time lot operator who said that a business can require payment from drivers it believes have parked illegitimately, but that it should be accompanied by an honor box or a way to pay on the spot.

There should be signs that say no free parking at any time. The veteran lot operator said to pay into the box.

He said that every parking operator is familiar with the scam in which imposters try to collect money from drivers, and that he never would have put tickets on a bunch of cars if he'd put an operator on the lot in time.

Playing by their own rules?

One of the richest families in America is the Ilitches. The Matriarch Marian Ilitch is ranked 253rd on Forbes Magazine.

The family seems to play by its own rules.

Outside of the sports and entertainment venues, the family's Detroit real estate holdings are massive and inconsistently maintained. Some have been fined. The Ilitches have refused to answer questions about the use of facial recognition technology in the company's cameras. The Ilitches promised to develop residential and commercial sites around the arena in exchange for public subsidies.

The Ilitches built parking lots. Their company has a near-monopoly on parking around its holdings, which makes it easy for visitors to park in their lots, and makes it easy for them to attend events at Ilitch-owned venues. The Ilitches have found another way to take advantage of their assets.

In Detroit, where private security patrols public space throughout Midtown and downtown, private companies operate with little scrutiny.

Even for public promises like constructing new housing and retail space, such companies are largely unaccountable for secretive practices such as how they employ private security. Because they are not subject to the same open records laws as government entities, it is difficult to force them to reveal information.

One of them is writing tickets.
