Jeremy Fleming, head of Britain's Government Communications Headquarters (GCHQ), said on Wednesday that new intelligence shows that some Russian troops are refusing to carry out orders, even going so far as to sabotage their equipment.

The spy chief gave a speech at the Australian National University. He said that Russian President Vladimir Putin was "massively misjudged" by his military and that his advisers were afraid to tell him the truth.

Fleming said that the Ukrainians fought back harder than they expected, and that the Russian soldiers were short of weapons and were not carrying out orders.

According to three U.S. officials with knowledge of the intelligence, Russia is experiencing failure rates for some of its missiles as high as 60 percent. Russia's defense ministry denies the reports of unrest, and accuses the West of lying about the invasion of Ukraine.
