According to top Biden administration officials, newly declassified U.S. intelligence shows that Russian President Vladimir Putin felt misled by military leaders who did not tell him about the invasion of Ukraine.

The White House believes that Putin is being misled by his advisers about how badly the Russian military is performing and how the Russian economy is being crippled by sanctions because his senior advisers are too afraid to tell him the truth.
