Major carriers pulled out of Russia due to the sanctions over the Ukraine war. The United Arab Emirates has not condemned Russia for the war in Ukraine or imposed sanctions against the country.

Clark told reporters at the summit that there are no goods on the planes.

Clark said he wasn't in a position to say who or what about the individuals who have been sanctioned. They may not be sanctioned here because they are sanctioned by the West.

Clark said in an interview on Tuesday that the Russian people are also affected by sanctions.

The Russian people are not the focus of the sanctions.

Turkish Airlines is one of the major airlines still serving Russia.
