A man who kidnapped 26 children on a school bus in 1976 was recommended for parole.

In 1976, Frederick Newhall Woods and two other men hijacked a school bus with 26 kids and their driver on board. The driver and children were taken to vans by the men and buried alive in an underground truck trailer.

It is the largest kidnapping in U.S. history.

There are survivors of the 1976 school bus kidnapping that took place after 45 years.

Since his conviction, Woods has attempted to earn parole 17 times, and was granted a recommendation by a panel of two Commissioners during his 18th attempt this year. The recommendation needs to be approved by the full parole board, the legal division and the governor.

James and Richard Schoenfeld had been involved in the kidnapping. The driver and some older children were able to escape by digging out of the trailer.

The children and driver did not suffer life-threatening injuries, but they did suffer psychological harm after the incident.

"I can have an anxiety attack over getting in the car with my husband, and I'm 50 years old."

Two weeks later, Woods and the two other men were sentenced to life without parole. The men were eligible for parole after the appeals court overturned the decision.

In 2012 and 2015, Richard and James were paroled.

Woods apologized for the mass kidnappings.

He said that he has had a character change since then.
