Russian generals are dying in Ukraine partly because they are struggling to get conscripts to follow orders, report says

A European official told Foreign Policy magazine that Russian generals are moving into advanced positions because they are struggling to get their orders through to conscripts.

Russian officials said on Sunday that a senior naval commander had been killed by Ukrainian forces near the besieged city of Mariupol.

A European diplomat told Foreign Policy that a failure of Russian communications systems left generals exposed to intercept and targeted strikes.

The diplomat said that difficulties in getting conscripted troops to follow orders were making them take positions close to the front.

The Russian military has promised that it would not use conscripts in the invasion of Ukraine. Experts say conscripted troops are often poorly trained and have low morale.

The European diplomat said that they are struggling on the front line to get their orders through.

The diplomat said that 20% of Russia's top commanders in Ukraine had been killed in the conflict.
