The State Bureau of Investigation has launched an investigation into a North Carolina deputy caught on video dragging a man into a building after kneeing him in the neck.

The state agency will decide if criminal charges will be brought against the Washington County Sheriff's deputy.

Washington County officials confirmed that he was fired on March 11, a little over a week after video footage shows him landing a kick with his knee into Gary Thomas. Thomas was arrested for possession of marijuana.

His girlfriend started filming the incident to hold the authorities accountable. Thomas is on the ground. It is not clear how he got there.

He was dragged back to the door and hit the building with his head. I told everyone to call the ambulance after he was knocked out.

The video, which was made public by WITN, shows Thomas being dragged back into the clerk of court building byEdwards, who was quickly backing away. Thomas was in handcuffs and did not move.

Francis Gilliam could be heard screaming at least eight times on the video. She screamed "Not my baby's neck" when he dropped his knee on her son's neck.

She went to the courthouse after Thomas told her he was going to be charged.

I said this isn't going to be George Floyd. I kept saying that.

Thomas' aunt was arrested for trying to intervene as cops dragged Thomas through the doors of the building. The family said Thomas complained about headaches after the incident.

I didn't go nowhere because I didn't want to see my son hurt or in danger, and as a mother, you feel for your child. I don't care if he's grown up.

Washington County Sheriff Johnny Barnes said that an internal investigation led to the firing of Edward.

Barnes said in a social media statement that the incident went beyond the scope of acceptable force.

The May 2020 Minneapolis Police killing of Floyd led to a global protest against police brutality. The former Minneapolis Police Officer was caught on video with his knee in Floyd's neck. Floyd was handcuffed and motionless.

Since Floyd's murder, at least 17 states have banned chokeholds. Legislators in North Carolina considered a measure to change the policy, but did not pass it. Some local agencies implemented chokehold bans after former North Carolina Public Safety Secretary Erik Hooks advised them to review their use-of-force policies. It's not clear what the use-of-force policy is in Washington County.

According to The Washington Post, at least 32 of the nation's 65 largest police departments have banned or strengthened restrictions on the use of neck restrains in the wake of Floyd's death.
