The U.S. Senate, which has been known in recent years for taking action and being partisan, voted unanimously this week on a measure to make daylight saving time year-round.

The semiannual chore of changing clock hour hands would be stopped in 2023 if the sunshine protection act is enacted.

The clock-changes have been eliminated in the Florida Legislature for 14 years. When the days are growing longer, it's always popular at session time. The bill was sponsored by U.S. Sen. Marco Rubio.

Did Florida agree to do away with the clock-changing thing?

Daylight saving time could end soon.

Why not? The clock change can be painful. When my kids were teenagers, the Seabreeze High School bell would ring at 7:21 a.m., a time that we used to call only the week before the time change.

Being a slow riser makes me organize my life. I was born that way. I do not attend breakfast meetings or post sunrises on social media. I will pay more for later flights out of town. I eat at places that serve breakfast after noon. I don't like operating heavy machinery or motor vehicles on busy streets in the morning, so I prefer to work from home.

I think I should be applauding this action. The time shift is not harsh. The beach has more after-dinner walks. Sometimes excellent springtime ideas don't feel the same come wintertime.

Last time it was tried

The start of the 1970s energy crisis came when Congress voted to put the nation on year-round daylight saving time. The history of the Old Ones. The idea was to save energy. Daylight saving time can save energy if it is regular.

Daylight saving time all year would be intolerable according to an editorial in the Daytona Beach Evening News.

In January 1974 Gov. Reubin Askew called a special session to take Florida off daylight saving time. The Panhandle is in the Central time zone. The Legislature refused with a quick vote, and members turned around and went home.

There was a lot of public unhappiness, which was what Askew was reacting to. When daylight savings time took effect, it was popular, but within a year the public turned on it. A lot of parents didn't like dark mornings at the bus stop. Predawn commute was not fun.

Is there gas savings? A Department of Transportation study said it was negligible. More people were on the road in the early evening because of longer daylight in the afternoons. Are there energy savings? Daylight saving time was instituted by President Wilson during World War I. Air conditioning wasn't in use yet and it's a good time for compressors to be the hardest at work.

Marginal at the best energy savings is the bottom line. There is still more outdoor springtime time. Beach time after work in Florida. Driving home from work in the winter is safer than depressing mornings.

The broader effects seem to be kind of a wash even if the measure is a heartening demonstration that the U.S. Senate is capable of doing something.
