Brian Connelly has used the site in the past to troll and shame politicians and celebrities.
After Donald Trump placed second in the Iowa caucus, Loser.com went to his Wikipedia page. Ted Cruz was second to Trump in the presidential election.
A year earlier, he targeted the man now known as Ye.
After watching Ye crash the stage at the 2015GRAM Awards when Beck won the Album of the Year, Connelly decided to change the URL of his website. Ye issued a public apology, but the moment stuck with Connelly.
Watching that man bully Taylor Swift? I thought it was a scripted part of the show. When I realized it wasn't, I was angry.
The Washington Post reported that loser.com has been registered since 1997.
He said he uses the webpage to spread awareness.
In 2008, when Barack Obama was running for office, he encouraged people to register to vote by redirecting Loser.com to his Wikipedia page.
He said that it wasn't against Obama's election.
Other targets include Gore and Graham.
It is unclear when the site started redirecting visitors to Putin's page, but it is likely to have happened after Russia launched an unprovoked invasion into Ukraine. More than 3.3 million Ukrainians have left the country since the attacks began, according to the United Nations Refugee Agency.
