Local oil suppliers refused to refuel a Russian billionaire's yacht because of his ties to Russian President Vladimir Putin.

The owner of the yacht is a former KGB agent and Putin associate who made his millions in nickel mining. According to The New York Times, he was Russia's deputy minister of economy.

Strzhalkovsky is not currently on the E.U.'s list of oligarchs that have been hit with sanctions because of Russia's invasion of Ukraine, but locals in the northern Norway port city of Narvik said they are taking their own measures.

The U.S government on Wednesday announced its own effort to seize and freeze the assets of Russian elites allied with Putin. Strzhalkovsky's name is not on the Treasury Department's partial list.

The Yacht Club of Monaco calls the vessel a "superyacht like no other" and it is equipped for polar exploration. There is a swimming pool, a gym, a BigBo amphibious ATV, ski equipment, Seabobs, and a giant slide.

After four years as CEO of the Norilsk Nickel mining company, Strzhalkovsky received a golden parachute of $100 million. The largest ever award in Russia was the severance.
