Ibrahim Kalin, an adviser to Erdogan who listened in, told the British Broadcasting Corporation about the call and the demands of Putin. Kalin said that some of the demands would be easier for Ukraine to agree to.

Putin wants to know if Ukraine will remain neutral and not join NATO. Ukrainian President Volodymyr Zelenskyy said Tuesday that his country would not join NATO, a concession that could lead to peace talks with Russia.

Kalin said that Putin wants to protect the Russian language, complete a disarmament process, and engage in de-Nazification.

According to Kalin, Putin said he would need to meet with Zelenskyy in person to discuss the status of the Donbas region. Specifics about these demands were not given. Russia has occupied the peninsula of Crimea since the year 2014; the other two regions of the Donbas have been recognized as independent states by Russia.

Kalin said that the demands Putin shared with Erdogan were in line with those outlined by the Kremlin last week. Russia told Ukraine it would stop military operations if it met certain conditions, including changing its constitution to ensure neutrality and acknowledging its independence.

The demands had been relayed to Ukraine, according to the Kremlin spokesman.

After officials from both countries said they were making progress, Zelenskyy laid out his own demands for peace talks with Russia.

The end of the war, security guarantees, sovereignty, restoration of territorial integrity, and real guarantees for our country are his priorities in the negotiations.
