The Ukrainian and Russian delegations held talks by video.

Ukrainian President Volodymyr Zelenskyy demanded a cease-fire, the withdrawal of Russian troops and legal security guarantees from a number of countries, according to his adviser.

Direct dialogue between Zelenskyy and Putin is the only way this can be done.

An official in Zelenskyy's office told The Associated Press that the main topic of discussion was whether Russian troops would remain in eastern Ukraine after the war.

Before the war, Russia recognized the independence of two regions. Mariupol, a port city under siege, was extended the borders of those regions.

The official, speaking on condition of anonymity to discuss the sensitive talks, said that the Ukrainians were demanding the inclusion of one or more Western nuclear powers in the negotiations and the signing of a legally binding document with security guarantees. The official said that Ukraine was ready to discuss a neutral status.

Russia wants NATO to never admit Ukraine to the alliance.

After Tuesday's negotiations, Russian Foreign Minister Sergey Lavrov said a neutral military status for Ukraine was being discussed by the two sides, while Zelenskyy said Russia's demands for ending the war were becoming.

The General Staff said late Wednesday that Ukrainian military forces had dealt a blow to the airport in Kherson, which Russian troops had seized early in the war. The Russians were trying to remove military equipment.

The military said it hit the airport. The Associated Press analyzed the satellite photos and found that the helicopter and vehicles were on fire.

Russia seized the southern port city without a fight in the first days of the war. Control over Kherson allows Russia to restore fresh water supplies to the peninsula.

Russia's ground offensive on major Ukrainian cities has largely stopped.

The Security Council is scheduled to meet on Ukraine on Thursday afternoon, one day before a vote on a Russian humanitarian resolution that makes no mention of its responsibility for the war against its smaller neighbor.

Russia is committing war crimes. The U.N. mission of the United Kingdom said that the war in Ukraine is a threat to everyone.

The U.S., France, Ireland, Norway and Albania requested the meeting. Six countries are members of the Security Council.

Russia proposed a Security Council resolution Tuesday that demanded protection for civilians in vulnerable situations in Ukraine and safe passage for humanitarian aid and people seeking to leave the country but never mentioning the war. The need for humanitarian pauses to rapidly evacuate all civilians is underscored in the draft resolution.

Residents in at least seven cities in Belarus said they heard explosions late Wednesday. The explosions were reported on social media at the same time.

Russia has an early warning radar station that can detect launches of missiles from Europe.

There was no response from the government of Belarus. Russian troops have been allowed to use the territory of Belarus for staging their invasion of Ukraine, but the troops have not taken part in the ground offensive.

The head of the Brest region in southwest Belarus had earlier announced that several army units were holding exercises with live fire.

The independent newspaper Nasha Niva suggested that the explosions could have been caused by shelling by Russian forces of an important Ukrainian railway junction. Russian missiles destroyed a military facility in the town, according to the mayor.

A senior U.S. defense official said Wednesday that the Russians have made little progress across most of Ukraine. Russian forces are bombarding the capital city with missiles, but are still stuck outside of Kyiv.

The official said that there had been increased Russian naval activity in the northern Black Sea. The official, who spoke on condition of anonymity to discuss U.S. military assessments, said it was not clear what the Russians intended to do, but the shelling could be the start of preparations to launch a ground assault on Odesa. Russia has warships and landing ships in the Black Sea.

The official said that the Russians have launched more than 980 missiles in Ukraine and are still flying around 200 sorties per day. Ukrainians fly between five and 10 sorties a day.

The official said that the Russians have largely isolated Mariupol, but that the Ukrainians still control the area. The official said that 75% of Russia's battalion tactical groups are committed to the fight in Ukraine.

Russian forces destroyed a theater in the city of Mariupol, where hundreds of people had taken refuge.

The Mariupol city council said there was an airstrike on the theater, but there was no word on deaths or injuries.

The word "children" was written in large white letters in front of and behind the building, according to the Maxar satellite imagery firm.

The theater in Mariupol was not bombed by the Russian defense ministry.

The encircled city of Mariupol has been the site of missile strikes and shelling that have killed more than 2,300 people. The southern seaport of 430,000 has been under attack for almost all of the three-week war that has left people struggling for food, water, heat and medicine.

Lloyd Austin is expected to discuss a possible transfer of Soviet-era S-300 air defense systems to Ukraine when he visits Bulgaria and Slovakia this week.

Ukrainian President Volodymyr Zelenskyy spoke to the U.S. Congress by video Wednesday, appealing for anti-air systems that would allow him to close the skies to Russian warplanes.

NATO members Bulgaria, Slovakia and Greece have the S-300s, which are able to fly hundreds of miles and knock out cruise missiles.

The U.S. or other NATO country could provide air defense systems to make up for any S-300s passed on to Ukraine.

The Defense Ministry of Slovakia has no objection to giving the S-300s to Ukraine.

The anti-air defense systems could be useful. Ukraine has a few S-300s.

Biden said the U.S. would provide long-range air defense systems to Ukraine. There was no comment from the U.S. officials.

A group representing dozens of European electricity grid operators says Ukraine and Moldova have been successfully synchronized with the transmission systems of continental Europe.

ENTSO-E said that the grids of Ukraine and Moldova were linked to the Continental European Power System on a trial basis.

ENTSO-E, whose 39 members operate the world's largest electrical grid, said the move means it will be able to support the countries in maintaining the stability of their power systems.

The Integrated Power System includes Russia and Belarus. Even though there had been no electricity trade between the two countries before the Russian military assault last month, Ukraine was technically dependent on Russia's grid operator.

The switch will allow energy suppliers in continental Europe to supply electricity to the Ukrainian market.

Poland's defense minister presented his country's proposal to have NATO establish a humanitarian and peacekeeping mission in Ukraine, similar to the one in Kosovo.

The defense ministers of the 30-member alliance discussed the war in Ukraine.

Poland's deputy prime minister, Jaroslaw Kaczynski, made a proposal for a peace mission on Tuesday. He said that the proposal will be discussed further.

NATO has been leading a peace-support operation in Kosovo since June 1999 in support of wider international efforts to build peace and stability in the area.

During a visit of support to Kyiv, along with Poland's, Czech and Slovenian prime ministers, Kaczynski said he thinks a NATO peacekeeping mission is needed in Ukraine, or possibly some wider international structure, but a mission that will also be able to.

He said it would be in line with international law and wouldn't have a hostile character.

NATO Secretary-General Jens Stoltenberg categorically ruled out any role for the military organization in setting up and policing a no-fly zone over Ukraine to protect against Russian airstrikes.

NATO should not deploy forces on the ground or in the air space over Ukraine because we have a responsibility to ensure that the conflict doesn't escalate beyond Ukraine, says NATO Secretary General Jens Stoltenberg.

Ukrainian President Volodymyr Zelenskyy has repeatedly appealed for NATO to set up a no-fly zone because of Russia's air superiority.

Speaking Wednesday after chairing a meeting of NATO defense ministers, Stoltenberg conceded that if NATO actions turn this into a war between NATO and Russia, this can become even worse.

He says the decision not to send air or ground forces into Ukraine is the united position of NATO allies.

The top court of the United Nations ordered Russia to stop fighting in Ukraine on Wednesday, but many are skeptical that Russia will comply.

Two weeks ago, Ukraine asked the International Court of Justice, also known as the World Court, to intervene, arguing that Russia violated the 1948 Genocide Convention by accusing it of committing genocide and using that as a pretext for the ongoing invasion.

The Russian Federation was ordered to suspend its special military operations by the court's president.

Volodymyr Zelenskyy, the president of Ukraine, said that his country gained a complete victory in its case against Russia at the International Court of Justice. The invasion was ordered to stop by the ICJ. Under international law, the order is binding. Russia needs to comply immediately. Russia will be further isolated if the order is ignored.

An Associated Press video captured graphic images of the badly wounded and the dead in and around a hospital in the besieged city of Mariupol on Tuesday.

Medical workers took an injured man to the hospital. Some injured and bloodied civilians are on stretchers in a hallway. There were dead people outside the hospital.

In the hospital's basement, Dr. Valeriy Drengar used his cellphone to illuminate the bodies of the dead. He showed one of the two infants lying across from each other in a hallway. The infant was brought to the hospital with injuries caused by Russian shelling. Drengar said the baby was 22 days old.

Drengar cast his cellphone light on at least seven wrapped bodies, some of which were likely children.

Drengar's hospital is the only one left in Mariupol that cares for the injured because of bomb damage to other medical facilities. He said that the city's morgue no longer accepts dead bodies.
