My friend told me that only certain Chase branches have the offer. I don't know why but the other locations have the public offer and waive the annual fee. If you were interested in this offer, you can find a branch with the 80K offer and no annual fee.
The 80,000 points offer is much better than the current bonus online. The annual fee is not charged the first year. This in-branch offer is worth over $300 when compared to the online bonus.
