Saqib Mahmood will replace Mark Wood in the second Test against the West Indies.
Wood injured his elbow on the third day of the first Test.
He was unable to bowl in the second half of the West Indies second essay because of acute pain in his body.
The Test match will be the debut of Mahmood.
Robinson, who missed the first Test because of a back injury, had a lengthy session in the nets on Monday.
Wood only took five overs on the third day of the first Test.
Both Wood and Robinson will play in the final match of the series, even though they will miss the second Test.
The omission of Wood from the team will be disappointing for the Durham player.
He has been exceptional for us recently, and it gives other guys opportunities.
It is a great option to have up our sleeve.
He has an understanding of how he wants to operate and is very mature for a guy who hasn't played a lot of international cricket.
He has been very impressive. He has a slightly different trajectory and will give us a point of difference. He has done that in other formats.
He has good control if the ball moves with reverse swing.
James Anderson and Stuart Broad were left out of England's tour of the Caribbean.
Liam Norwell, 30, is expected to be called up if required, and neither is understood to be on the list of reserves.
Alex Lees, Zak Crawley, Joe Root, Dan Lawrence, Ben Stokes, Jonathan Bairstow, Chris Woakes, Craig Overton, Jack Leach, and Ben Foakes are in the England XI for the second Test.
