A state judge blocked Texas Gov. Greg Abbott's divisive order for a state agency to carry out child abuse investigations.

Texas District Court Judge Amy Clark Meachum wrote that the order was beyond the scope of Abbott's authority and was unconstitutional.

The injunction that Meachum had issued previously prevented the state from investigating the parents who brought the lawsuit.

In February, Abbott issued a directive to the Texas Department of Family and Protective Services calling for a prompt and thorough investigation into parents of children who have received gender-affirming treatment.

Meachum's temporary injunction prevents the DFPS from investigating parents whose children are receiving gender-affirming care.

The state launched an investigation into the parents of a trans girl, putting them at risk of being put on the state's child abuse registry.

Texas officials are expected to appeal Meachum's ruling, though a three-judge panel at the Third Circuit Court of Appeals made up entirely of Democrats has already rejected one effort by the state to appeal the judge. A full trial will take place in July, according to Meachum.

A DFPS employee who resigned over her objections to the policy testified Friday that she was told not to put information about the probes in writing and that she was told to prioritize those investigations over others.

The Texas directive is one of a number of policies targeting trans youth that have been enacted nationwide, but it has proved particularly divisive, with the plaintiffs noting in their lawsuit that it is the only state measure that has equated gender-affirming care to sex reassignment surgery. After the Texas legislature rejected a similar bill last year, Abbott did not have the authority to impose the directive. The Texas policy is opposed by medical groups including the National Association of Social Workers, American Academy of Pediatrics and American Psychological Association.

If a family believes they are being targeted under the policy, they should submit a complaint to the federal government. The administration is considering whether to bring its own lawsuit or not, according to a report. The White House tried to pull funding because of restrictions on medical care based on sex or gender identity, but Paxton amended his lawsuit to challenge any attempt to block federal funding. The federal government's efforts will be affected by Meachum's ruling.
