Three New Jersey women have been arrested, accused of abusing a 13-year-old girl by putting an electric dog collar around her neck, and deprived her of food and clothes.

According to an affidavit of probable cause, the teen said she was placed in the collar when she was 9 years old and in fourth grade.

NBC News is not naming the three women because they are not related to the child. They have been charged with assault, child neglect and endangerment.

The child was reported to the police by a neighbor on March 1.

Karen Villec told NBC Philadelphia that a child came to her doorstep screaming and crying with a collar around her neck.

I open the door and she says, "Help me!" Help me! Help me! Villec said they were shocking and that she was putting the dog collar in his hand. I asked if your dog was lost, and she said no. No! She shows the marks on her neck.

The child had markings on her neck that were consistent with wearing a collar, according to the affidavit.

The child was taken to a hospital to be checked out.

The child told police that the 20-year-old woman had put a collar around her neck and shocked her before.

The child was medically cleared at the hospital and removed from the residence by the New Jersey Division of Child Protection and Permanency.

The charging documents stated that the woman denied knowing anything about the shock collar.

The child told the police that the 20-year-old put the collar on her when she was in fourth grade and that the 42-year-old woman and 22-year-old had also used the dog shock collar as forms of punishment.

She was deprived of appropriate amounts of food and clothing on a number of occasions.

According to the affidavit, the women all denied the allegations.

The witness who lives in the same house told police that they had observed the dog shock collar used on the child many times in the past as a form of punishment.

The women are in the Camden County Correctional Facility awaiting a hearing on Friday.

Lawyer information for the women was not immediately available.
