Voting rights advocates praised the governor for vetoing a congressional plan that didn't create a second majority-Black district, but they criticized him for allowing legislative district maps that don't.

The leaders of the Legislature are facing a decision on whether to attempt an override of the veto of the new congressional maps.

I am disappointed in the Governor's decision to veto the congressional map, but I am confident that the map the legislature passed meets the requirements of the Voting Rights Act.

Lawmakers are expected to attempt a veto override. If they don't try an override, they can simply pass the vetoed map again with a majority vote, and send it to the other side for another veto. The bill with the new map was already pre-filed by the Republican leader of the House.

The lawyer for the Southern Poverty Law Center Action Fund applauded the veto but said the actions of the governor fell short.

Liza Weisberg said that the fight for fair representation in Louisiana is far from over despite the governor's veto of the congressional districting plan.

The new congressional maps are similar to the existing ones, with boundary changes made to account for population shifts reflected in the 2020 census. The state has six congressional seats that are held by five white Republicans and one black Democrat.

Louisiana's population is almost half white, more than half black, and nearly 7% Hispanic or Latino.

The proposed congressional map drawn by Louisiana's Legislature does not include a second majority African American district, despite Black voters making up almost a third of Louisianans per the latest U.S. Census data.

During the Legislature's recent session, he said he believes the maps comply with the law and balance a wide variety of factors that must be considered.

I took our population, I took the geography of the state, I took our communities of interest, and I balanced all of that with the law.

If the state's widely dispersed Black population is included in two separate congressional districts, it would result in two districts with very narrow Black majorities that could result in diminishing Black voter power.

Voting rights advocates say that their research shows that Black candidates could win in the model districts they have seen.

The Senate had a two-thirds majority needed to overturn a veto. The plan got 62 votes in the final day of the special session. The 105-member body would need to approve an override of a veto. In vetoing the plan, he faced the possibility that the House's 68 Republicans could get the support of a few independents or Democrats.

Should the plan become law, opponents will challenge it in court. The chances of success of such a challenge became murkier last month when the U.S. Supreme Court put on hold a lower court ruling.
