The first licenses to sell recreational marijuana in New York will go to people who have been harmed by drugs, state officials said Wednesday.

The first 100 to 200 retail cannabis licenses awarded by the state will be given to people with marijuana-related convictions in an effort to remedy the injustice of a justice system that locked up a disproportionate number of people of color for drug crimes.

Some licenses will go to businesses that have a leader with a marijuana conviction. Priority will be given to people with a parent, legal guardian, child or spouse who has been convicted of a marijuana-related offense.

Gov. Kathy Hochul is set to announce the regulations for social equity on Thursday.

The regulations will be approved later that day by the state cannabis control board, according to the Office of Cannabis Management.

The legalization bill was signed by the former Gov. Andrew Cuomo.

The plans were reported by The New York Times. The regulations were posted on the website.

It's not clear how many retail licenses will be issued in New York, the second most populous state after California, which legalized possession and use of marijuana for adults over age 21.

Social equity was a key theme in marijuana legalization.

States where marijuana is legal have been trying to make sure that people who were prosecuted because of the drug have a place in the market. Efforts have been slow in many states.

Kassandra Frederique is the executive director of the pro-legalization Drug Policy Alliance.

She said that they don't know what will work, but that New York is willing to try.

The licensing plan follows other New York initiatives, such as a proposed $200 million startup grants and loans fund for marijuana entrepreneurs who are women or minorities, struggling farmers, disabled veterans and people from communities that endure heavy pot policing.

50% of licenses in New York will be given to such applicants.

The Drug Policy Alliance leader said that it was encouraging to see that New York was taking the lessons learned from other states.

Rules for other retail license applicants will be laid out in New York. Individual applicants need to prove their presence in New York and that they have at least a 10% ownership interest in a business that ran a net profit for two years.

The U.S. Cannabis Council wants an industry that is broad enough for everyone to be involved.

The administration of Hochul has promised to create the most diverse and inclusive marijuana industry in the nation, and to give opportunities to people who have suffered through the war on drugs.
