For the last eight years, Lodi resident Zoey Meeker has lived with anxiety and panic attacks, and for much of that time she has been afraid to leave the house.

She was able to train her German Shepherd Zoey to be a service dog so she could get back outside.

Last week, she was told she couldn't enter a local business, but she was still comfortable around people.

She said that she was going to have breakfast with her dad, but he wanted to go into some of the shops.

She and her father entered the store and she felt like she was not welcome.

She said that the owner asked what she needed and then said she couldn't be with her because he had cats. I told him that I had a service dog that wouldn't do anything to the cats.

He ignored her explanation that she offered to show him proof that she was a service dog. He said that if the dog stayed inside, he would mark the cats with markers and ordered her out of the store.

She claims that he dared her to file a lawsuit when she told him he was violating the Americans With Disabilities Act.

I left because I was not going to argue with him. It was brief. He did not care. It made me feel bad. I was happy to be able to leave the house.

While proprietors have the right to refuse service to anyone, the ADA forbids businesses from ordering the disabled and their service dogs off the premises, unless the animal is out of control and the handler is unable to take control of it.

When there is a legitimate reason to ask a service animal to be removed, the business must offer the person with the disability the chance to get goods or services without the animal present.

When accompanying her into any other business,Rory has always been well behaved, and stood behind her during the entire exchange.

He said his cats would start marking territory if she brought the dog inside the store. He wondered if Meeker had a disability. He admitted that he told her she could bring a lawsuit against him.

He said that any dog can be a service dog.

The ADA defines service animals as dogs that are individually trained to do work or perform tasks for people with disabilities. Helping the blind, alerting those who are deafness, pulling a wheelchair, reminding a person with mental illness to take prescribed medications, and calming a person with Post Traumatic Stress Disorder are just some of the tasks the animals can perform.

The work or task a dog has been trained to do must be related to the person's disability. Dogs that only provide comfort or emotional support do not qualify as service animals under the ADA.

In California, a vest for a service dog is not required, according to www.servicedogcertifications.org. The website said it is recommended.

Pretending to be the owner of a service dog is a crime that can result in a fine of up to $1,000 and up to six months in jail.

Leyla Shelton said that her daughter was calm during her panic attacks and that she sought out family members to alert them to her distress.

She said her daughter needs a service dog to accompany her whenever she leaves home, so she shouldn't be subjected to verbal abuse from business owners or their employees.

Shelton said that she has a right to use a service dog without being told she has to leave.

She is considering taking Kohlhepp up on his offer to take him to court, only so others who need service animals are not treated in a similar fashion.

He was very rude and I love used books. It is like you are giving a second chance to them. I will never recommend his store or go there again. Something like this shouldn't happen to other people.
