The match between Forest Green and the U's will be shown live on television, as Forest Green have an eight-point cushion at the top of the table.
The U's will make up the difference for any tickets already purchased, such as season tickets, and will ask complimentary ticket holders to pay a fee.
Cowling said he would pay for it if the club was obliged to give a complimentary ticket.
The club said it would auction off the shirts if they were allowed to wear the one-off kit.
