Things get interesting here. There are unused weekly frequencies to South Africa that can be used by U.S. airlines. Delta wants 3 of them to fly Atlanta, and United wants 3 of them to fly Washington Dulles. Delta and United both fly to major cities in South Africa.
The service of United would be better. They would offer it year-round, but not because they want to run it only during the season. They know that they are not going to get what they are asking for, so they suggest giving them 2 weekly flights and Delta 2 weekly flights.
The split would benefit passengers the most because it would mean using all available frequencies for flights, rather than granting three to one airline and leaving one weekly flight unused. It is hard to make a route work just once a week because of the fixed costs.
Any new entrants on the U.S. side would be barred from entering the South Africa market. Delta would not be able to get everything it wants.
The United States has agreements with 131 countries that allow U.S. airlines to fly to those countries more or less. There is no U.S. treaty with South Africa.
There is a bilateral agreement on flights that can be offered. South Africa limits how much U.S. airlines can fly, which seems insane on its face, and more flights from the U.S. would be good for its economy. It wouldn't be good for South African Airways to have more competition. It doesn't benefit those in power.

American Airlines will begin service between Austin and Washington Dulles in August. This flight is perfect for me. Washington DC was my most frequent destination because it was a minimum of once a month and often twice. The flight times are correct.
