Manchester City midfielder Rodri was not penalised when the ball hit his arm in the penalty area

Mike Riley, the head of the professional referees body, apologized to the team after they were denied a penalty in the loss to Manchester City.

The Toffees wrote to the league to complain about the decision when Rodri seemed to use his arm to control the ball.
