Russian teams will not be allowed to participate in the competition until further notice after the invasion of Ukraine, according to the organization.
According to Dan Roan, the decision was in advanced talks.
The governing body of world football decided not to ban the country from competition on Sunday, instead saying it could compete under the name RFU. The team wouldn't be able to use the Russian flag or national anthem.
The men's national team could be affected by a suspension. If Russia beats Poland it will face Sweden or the Czech Republic in the playoffs. The other teams refused to face Russia.
The organization indicated there could still be changes despite the decision not to ban Russia.
Should the situation not improve, a potential exclusion from the competition will be applied in the near future.
The IOC called on sports bodies to exclude Russian athletes from international events.
The IOC said in a statement Monday that a ban is needed to protect the integrity of global sports competitions and for the safety of all participants.
The host country of the World Cup was Russia.
The women's national team is due to compete in the European Championships in July. Russia has qualified for the continental competition.
