The International Olympic Committee has asked the heads and governing bodies of all sports to not allow athletes from Russia and Belarus to participate in any international competition.
In a statement, the IOC's executive board made the recommendation because of a "breach of the Olympic Truce" by the Russian and Belarusian governments.
It said that neutral athletes should not compete under the name Russia or Belarus if this was not possible for legal reasons.
Just two days before the start of the Beijing Winter Games, the International Paralympic Committee is to meet to discuss Russia.
The IOC said it made recommendations in order to protect the integrity of global sports competitions and for the safety of all participants, because of the current war in Ukraine.
Many athletes from Ukraine are prevented from participating in sports events because of the attack on their country, according to an IOC statement.
