The Telegram account purported to be from Zelensky posted videos of Ukrainian government officials, as well as messages from the ministry of defense. The President made the announcement after officials in the city told residents to stay away from windows and take shelter indoors.
Russian troops were heading toward the city and there were loud explosions throughout the night.
The AP reported that Zelensky declined an offer from the US to be evacuated.
