The Houston Chronicle reports that the former head of the Texas power grid testified that he was ordered by the governor to keep power prices at the maximum price cap.

Bill Magness, the former CEO of the Electric Reliability Council of Texas, said that DeAnn Walker told him to do whatever was necessary to prevent more power failures.
