President Joe Biden said Tuesday that Russia has begun an invasion of Ukraine, and that he had imposed sanctions on the major Russian bank.
American financial institutions will not be able to process transactions for the military bank. The banks would not be able to do transactions in U.S. dollars.
After Russia's parliament approved President Putin's request to use military force outside the country's borders, Biden announced.
The United States will implement comprehensive sanctions on Russia's debt.
The government of Russia has been cut off from Western financing, according to Biden.
Biden said in the days ahead that he would sanction individual Russians in Putin's inner circle.
He said that Russian elites and their family members share the corrupt gains of the Kremlin's policies.
Until Tuesday, Biden had not used the word invasion to describe the deployment of the Russian military in eastern Ukraine.
Biden said NATO reinforcements would operate only in a defensive capacity, but that this should not be taken to mean that the alliance will not respond in kind to Putin's military maneuvers.
