The European Council is expected to approve new plans on Tuesday that will allow fully-vaccinated British travellers to visit the European Union.
Children who have not been jabbed will be allowed to travel into EU countries if they have a negative pre-departure test.
The plans will cover visitors from all non-EU countries, including the UK, and will end the confusion caused by the different regulations used by EU countries.
Italy and the Netherlands require all travellers from the UK to have a negative lateral flow test before they can enter.
The regime is expected to come into effect on March 1, ahead of the Easter school holidays in April, and will apply to all those who have been double or triple-jabbed within 270 days of their arrival in the country.
The report noted that member states can deviate from the recommendations made by the European Council.
