Russian President Vladimir Putin said on Monday that he will recognize the independence of two rebel regions in eastern Ukraine.

Putin signed a decree recognizing the regions of Luhansk and Donetsk as independent states after a nearly hour-long address to the Russian nation.

It was necessary for Putin to recognize the Luhansk People's Republic and the Donetsk People's Republic immediately.

Several top Russian officials argued during a Security Council meeting in the Kremlin that they supported recognizing the independence of the two rebel regions in the east of the country, the Associated Press reported.

Putin accused Ukraine of being a "puppet" regime to the United States.

All responsibility for the bloodshed will be on the conscience of the regime ruling on the territory of Ukraine, Putin said.

During his speech, Putin referred to Ukraine as not just a neighboring country, but also an inherent part of our history, withblood and family ties.

Putin said that the modern Ukraine was created by Russia.

The Kremlin said on the president's website that Putin had spoken with the leaders of France and Germany about his decision to recognize the independence of the two regions.

The president of France and the Federal Chancellor of Germany expressed their disappointment with the development.

The United States warned that Russia was creating a false flag campaign to justify invading Ukraine.

US President Joe Biden said on Friday that he was certain that Putin would launch an attack on Ukraine.
