Biden said in a televised address Friday afternoon that he was sure he made the decision.

Biden said that Russia was leading a campaign of misinformation to make it look like there was an increase in violence in eastern Ukraine.

Biden said that the logic that Ukraine would provoke Russia is false.

The president said that the U.S. and its allies are prepared to defend NATO territory, but that American troops will not be sent to fight in Ukraine.

The United States has reason to believe that the Russian forces are planning to attack Ukraine in the coming week.

Key Background

In the easternmost part of Ukraine, which is controlled by pro-Russian rebels, there has been a significant increase in tensions between Russia and Ukraine. The leader of the rebel group that controls the area has called for a mass exodus of residents to Russia, a claim that Ukrainian and Western officials have flatly denied. Russia has continued to increase the number of troops it has along the border, according to U.S. intelligence.

What To Watch For

It is not too late for Russia to return to the negotiating table, according to Biden. If Russia invades, Biden says it will be clear they have shut the door on diplomacy.
