Sen. Paul warned on Thursday that he will block quick passage of a symbolic resolution supporting Ukraine and sending a warning to Russia unless changes are made.

We have some changes to it. Paul said that nothing in the resolution is to be construed as authorizing the use of troops into Ukraine.

The amendments that Paul offered to the sponsors were rejected. He would object to the resolution being passed without his amendments.

The bipartisan group is trying to pass the resolution by unanimous consent, so they need buy-in from every senator.

The resolution was offered by Portman and six other senators.
