Fact-check: Is it true that 70% of Texas fourth-graders cannot read at grade level?



One of Beto O'Rourke's campaign priorities is improving education. He wants to expand full-day pre-K, increase per-pupil spending, keep teachers in the workforce and reduce Texas' emphasis on standardized testing.

The campaign's director of policy and research wrote that Texas could develop strategies that would allow teachers to teach to the student, not to a standardized test.

At a November rally, O'Rourke released a startling statistic.

The nation's report card.

The National Center for Education Statistics is part of the U.S. Department of Education and the Institute of Education Sciences.

The National Assessment of Educational Progress tracks the performance of U.S. students. The Nation's Report Card contains the results. The assessment is used to gauge students' knowledge and skills.

A sample of students are administered the assessment. Students, teachers, and administrators fill out surveys for classroom experiences.

The most recent data was from 2019. The National Assessment of Educational Progress website states that 150,600 Grade 4 students were given the reading assessment in 2019.

In Texas, 7,400 fourth grade students participated in mathematics and 7,400 in reading. 70% of fourth- graders in Texas are below the "proficient" level according to the data for 2019.

34% of fourth- graders nationally read at or above the proficient level in the state of Texas, which is similar to the national rate.

Students can apply their understanding of the text if they are proficient. According to the governing board for the national assessment, it "represents the goal for what all students should know."

The national assessment has three levels of scoring, basic, proficient, and advanced. In Texas, 61% of fourth- graders scored at or above basic in reading on the assessment, which means they can make simple inferences and comprehend the main idea of a text.

30% would seem to match O'Rourke's numbers. How the federal government definesficient does not mean how Texas education officials defineficient.

According to an email from a statistician, states have their own definition of what it means to read at grade level.

The national assessment compares to Texas tests.

Catherine Lammert, assistant professor of reading methods at Texas Tech University's Teacher Education Department, wrote in an email that the National Assessment of Educational Progress conducted an analysis on how the criteria used by states compares to the national assessment.

"Texas was listed as one of the states where grade-level standards exceeded the basic standards of NAEP but did not surpass the proficient level," Lammert wrote.

Most states' definitions officient are within the "basic" category of the national assessment. Illinois, Rhode Island, Tennessee, and Oklahoma all had standards that were in line with the national proficient level. Virginia's standards were not up to par.

A student in Texas could read at grade level by the state's definition and not be proficient by the national definition.

Every state uses assessments that are aligned to their standards, Lammert wrote. NAEP has been used to compare reading achievement in different states. This is valuable. NAEP is a harder measure than some states' assessments and an easier measure than others.

34% of Texas fourth graders scored at or above grade level for reading according to the results of the State of Texas Assessments of Academic Readiness.

The percentage of fourth- graders reading at or above grade level fell from the year before to the year after that. 42% of students were reading at or above grade level.

Lammert warned that statewide averages can be used to hide the fact that some classrooms face more challenges and inequalities than others. Most students in better-resourced, higher-income communities can read at grade level.

In the affluent Tarrytown neighborhood of West Austin, 98% of the students passed the reading exam, but in East Austin at Oak Springs, the average was only 59%.
