'Whoa, that's not right': Georgia towns lead census appeals

The officials in Chester, Georgia were shocked to hear that the town had 525 people in the 2020 census. They were worried that an inaccurate number could force them to make budget cuts.

Melanie McCook said that she said, "That's not right." The first thing I thought about was how this will affect our revenues.

Chester is one of three small, rural communities in Georgia that are challenging the accuracy of their numbers from the once-a-decade head count. The outcome of the challenges could determine whether Chester, the city of Glennville and White County get their fair share of federal funding.

White County officials were shocked when the 2020 census said the county had 28,003 residents. The county's population was estimated by the Census Bureau. The town of Helen is a tourist draw that is modeled on a village in Germany.

Half of the county's census blocks had incorrect housing counts according to an analysis by the Georgia Mountains Regional Commission. According to the analysis, the number of homes should have been more than 13,535.

John Sell, director of White County's community and economic development, said that they are concerned about long-term impacts, not getting as many dollars as we need for our schools, and those kinds of opportunities that come when the census count is used.

The state prisons in Glennville and Chester were among the most difficult places to count during the crucial weeks leading up to the 2020 census as the coronaviruses spread throughout the U.S. When the residents of nursing homes were supposed to be counted, prisons and campuses went into lock downs.

In Georgia, inmates are counted where they are imprisoned. Some states plan to count prisoners at their home addresses when drawing political districts.

The Census Bureau wants to create a program to accept challenges for military barracks, nursing homes and prisons because of the challenges posed by the Pandemic Lockdown. The local officials in Georgia are not waiting around.

In Glennville, where a third of the population is Black, the 2020 census counted 3,834 people. Glennville officials think the 2020 number should be more than 5,300 because they think the inmates at Smith State Prison weren't counted.

They did nothing wrong. It was an oversight. Stan Dansby, Glennville's city manager, said that people weren't allowed in or out of the prison.

The lack of reliable broadband for filling out the census questionnaire online may have led to discrepancies in the counts in rural Georgia, according to the executive director of the Georgia Mountains Regional Commission.

Georgia was seeing extremely high cases of COVID-19. Census counters may not have gone to harder to reach areas of rural counties in the metro areas.

The Census Bureau allows narrow mistakes in recording boundaries or housing during data processing. Revisions to population and housing totals were made to 1% of the nation's 39,000 governments after the 2010 census. The number of congressional seats each state gets will not be affected by the census challenges.

Several college towns and the cities of Boston and Detroit are planning to challenge their census numbers.

If the 2020 census is true, Chester's population will decline by over 70% over the next decade. According to the American Community Survey, the majority-Black town has a population of 2,102, and city officials believe it has at least 1,500 inhabitants.

Chester officials believe the head count missed residents in the town's homes and inmates at the Dodge State Prison.

Without a large property tax base or much business taxes, Chester relies on a state-run program in which counties share sales taxes with cities as well as a tax on insurance premiums. The population of Chester is the main source of revenue for the city, which spends about $350,000 per year on its operations but is scrambling to adjust to the lower-than- expected number.

I had a budgeting nightmare. McCook, Chester's city clerk, has no idea when this will be fixed. We are only spending money on necessities for the time being. We hope it will be resolved before we have to make budget cuts.
