‘Starting From Scratch’: Manchin Says His Counteroffer On Spending Bill No Longer An Option

The social spending bill is critical to the party's legislative agenda and will have to be completely rewritten after negotiations ended last month, according to Sen. Joe Manchin.

Manchin told CNN that Democrats will start with a clean sheet of paper, but did not say how much the new bill would cost.

As he'd done in the past, Manchin identified historically high rates of inflation as key to his opposition, but struck an optimistic tone, saying once inflation declines and the Covid pandemic fades "then we'll be rolling."

The child tax credit was not included in the counteroffer Manchin sent the White House last month.

Where negotiations are at. Manchin has denied the White House's claims. It was widely reported that Manchin spoke with President Joe Biden the day after Fox News aired the interview where Manchin torpedoed efforts to pass the earlier spending bill.
There is a key background.

Despite nearly cutting an earlier version of the bill in half, Democrats were unable to convince Manchin to get onboard with the proposal. Manchin was one of the key holdouts on the bill, worried about how much it would contribute to inflation and whether it would increase the national debt. Since the chamber is evenly split, the bill was killed because only one Democratic senator supported it. Billions of dollars were spent on clean energy, early childhood development programs, and Medicaid in the previous version.

Manchin and Sinema were thorns in the side of fellow Democrats on voting rights reform. Both Manchin and Sinema voted against changing the rules of the debate on the voting rights bill, effectively ending any hope of passing a sweeping bill in the current Congress.

What to watch for.

According to the Wall Street Journal, Nancy Pelosi said Thursday that the bill might have to be renamed.
