Fifa set to limit number of international loan deals as part of transfer reform

Tiemoue Bakayoko is currently on a loan at AC Milan, a deal which would count as an international loan under new rules.

Under new rules, clubs will be limited on how many players they can loan in or out.

From 1 July, clubs will be able to take out up to eight international loans.

The number will be reduced to seven in the next two seasons.

The rules do not apply to domestic loan deals, but domestic associations have three years to implement a system in line with the new framework.

The rule changes will help in developing young players, promote competitive balance and prevent the hoarding of players if approved by the council.

What else will change?

In the 2022-23 season clubs will only be allowed to loan up to three players from an individual club.
Loan deals must last at least from one transfer window to the next, and can be a maximum of one year.
The terms of a loan must be defined in a written agreement.

The new rules were supposed to be in place in July 2020 but were delayed because of the Covid-19 Pandemic.

Those under the age of 21 will not be counted as international loan players.

There are 21 players out on loan at Chelsea, with eight of them at clubs outside of England.
