Sirhan had not developed the accountability and insight required to support his safe release into the community, according to an op-ed written by Newsom in the Los Angeles Times.
The decision came after five months of deliberations by the governor, who said he idolized Kennedy and kept a photo of Kennedy with his late father, Judge William Newsom, on his desk, the Los Angeles Times reported.
Six of Kennedy's nine surviving children urged the board to reverse its decision.

Sirhan shot Kennedy at the Ambassador Hotel in Los Angeles, where Kennedy was celebrating his victory in two state primary elections for the 1968 Democratic presidential nomination. Sirhan, a Palestinian who moved to the United States, has sometimes attributed his actions to Kennedy. After the assassination of Martin Luther King Jr., Sirhan was sentenced to life in prison for Kennedy's murder. Sirhan expressed regret for the killing, saying that he hurt all of them and that it pains him to know what happened.
Douglas Kennedy told the California Board of Parole Hearings that he was moved by Sirhan's remorse and that he was grateful to see him as a human being worthy of compassion and love. The Washington Post reported that Robert F. Kennedy wrote in support of parole.
