The roaming charges in Europe will be delayed by three weeks.
The phone network was going to charge roaming fees on 6 January, matching other networks who were going to do so in 2022.
The change will come in at the end of January because more time was needed for testing.
The roaming charges were supposed to be resumed in January, but have been delayed.
Before the UK left the EU, users were able to use their calls, texts, and data allowance in any EU country. The EU trade deal of December 2020 gave mobile operators the option of charging again.
The Three network plans to change their roaming policy in May 2022.
Only O2 has not announced any plans for the return of roaming fees.
The reason for the delay was that it was not ready to use the new system.
The introduction of roaming charges has been pushed back to the end of January to give time for further testing. Customers will be able to roam without charges until then.
The best price for a bundle of eight or 15 days is $1 a day. EE and Three's prices are the same as the usual planned price of $2 per day.
EE said it was caused by technical delays.
Ben Wood, chief analyst at CCS Insight and founder of the Mobile Phone Museum, said that making big changes to billing systems in mobile phone networks is always risky.
If a customer ended up with a huge roaming bill, the backlash and negative publicity would be immense.
"My guess is that the operators are not rushing out a change but are waiting to be sure everything is working."
The current Covid situation will not expose operators to unforeseen roaming costs.
