California adopts water restrictions as drought drags on

California's capital city is called SACRAMENTO. Californians will face mandatory restrictions on their outdoor water use for the second time in a decade as the state continues to struggle with another dry spell.

The State Water Resources Control Board adopted a set of rules on Tuesday that are fairly mild and could take effect as soon as the end of the month. Scofflaws could face fines of up to $500 a day, but regulators think they will be rare.

Californians have failed to meet the 15% reduction in water use that Gov.Gavin Newsom called for. The state's water usage went down between July and November.

State officials warned that the state may not get as much precipitation during the winter months as it normally does. Climate change has made weather patterns more unpredictable, and Michael Anderson said that January, February and March could be dry.

December saw record amounts of rain and snow, which was not predicted by earlier forecasts. About 80% of the state was in extreme or exceptional dry conditions in December. Only a third of people were experiencing those conditions by the end of the month. The Department of Water Resources announced Tuesday that recent storms will allow the restart of hydropower generation at the Oroville Dam, which was halted in August due to historically low lake levels.

The state's water system is still under stress from the extremely dry conditions earlier in the year that dropped many of California's largest reservoirs to record and near-record lows.

The state water board's chief deputy director said that emergency regulations now make sense because they are necessary for everyone to adopt as we adjust to these uncertainties and build resilience to climate change. We need to be prepared for more dry weather.

In November, Northern California was wet and Southern California was dry.

Los Angeles, Orange and San Diego counties, which account for over half of the state's population, used more water in November 2020 than the north of the San Joaquin River did.

Under the new rules, outdoor watering that results in excessive runoff into the street and sidewalks, using water for landscaping and irrigation during the 48 hours after storms that bring at least.25 inches of rain, and washing cars with water won't be allowed.

There are exceptions. Trees in the street medians can be watered. The rules take effect once the review is complete.

No other western state has adopted statewide restrictions on residential water usage. In places like Denver and Las Vegas, local governments and water agencies set policies about when people can water their lawns. In an effort to save water, the Las Vegas region banned the planting of grass in front yards.

Some cities and local water districts in California made the restrictions permanent during the five-year dry spell. Incentives for Californians to rip up water-hungry lawns were included in the state's approach to conserve water.

California's water use is lower than it was when the last dry spell began. Some of the easiest measures have already been adopted. State water board officials were unable to say how many of California's 40 million people are under such rules or how much water they expect to save.

Last time, fines were rare, though the regulations include an ability to fine violators up to $500 per day. The state doesn't plan to put water cops on the streets, but they did put more staff in the water districts during the last dry spell.

The state has a website where people can report neighbors who are violating the rules. The local water agency will receive the complaints. During California's last drought, people used the process of "shaming" people who were wasting water by posting videos to social media.
