Vitaliy Mykolenko has signed forEverton on a four-and-a-half-year contract.
The left-back was a key part of the side which reached the quarter-finals of Euro 2020 earlier this year.
The fee for the 22-year-old is undisclosed, but is understood to be up to £17m.
"I have always wanted to play in the premier league," Mykolenko said.
It is a big step in my life to move toEverton.
Mykolenko won a league title and two Ukrainian Cups with the club.
"English football is where the game was born and I think that it will suit my game very well." he said.
I am 22 years old but I don't feel like a young person. I hope to improve as a player because I have experience at European level.
I'm excited to play in front of our supporters. The last few games at Goodison Park were amazing.
I feel great responsibility for them.
